What is a HEIC file?
HEIC (High Efficiency Image Container) is the format iPhones have used by default since iOS 11. It stores a photo in roughly half the space of a JPG at similar quality, which saves storage. The catch is compatibility: many Windows PCs, Android apps, older programs and upload forms cannot open it.

How to stop your iPhone saving HEIC
On your iPhone, open Settings → Camera → Formats and choose Most Compatible. New photos will be saved as JPG. Photos already taken stay as HEIC, so convert those here.
If you are sending photos from an iPhone, many apps convert automatically when you share. Copying files straight off the phone with a cable keeps them as HEIC.
Does converting lose quality?
JPG at 90% looks the same as the original in normal viewing. Converting does not keep the photo's location and camera data, which is useful if you want to share a picture without revealing where it was taken.
